LAPD Detective Sean Riker has one person that he's always tried to arrest and bring to justice – Mitchell Yates. Yates had been in and out of trouble for years, always skating around the edges of the underground world of LA but nothing had ever been pinned on him.
One night after work, Riker is entering his parking garage and spots Yates' car. He's sure he's up to something and decides to take him in for questioning. He exits his car, heads for Yates and the next thing he knows, shots are being fired. Riker is hit in the shoulder and on the ground, and who comes to his rescue but Mitchell Yates.
Yates gets him into his own car and takes off. The exit ramps are blocked and escape from those shooting at them is impossible so Yates transports the two of them to his HOME. A man-made satellite high above Earth where Riker's wound is immediately healed and everything that he thought he knew about Yates is turned upside down.
Yates explains that he is part of a peace group who call themselves the Keepers and shows Riker around the facility, explaining their work along the way. As understanding dawns on Riker, a slow friendship begins between the two of them. The relationship deepens despite the interference of an old boyfriend of Yates. Riker must decide if he wants to remain with the LAPD or join Yates and the Keepers.
